C-FAR
backs National Institute for Food and Agriculture
The National Coalition for Food and Agricultural
Research (C-FAR) is backing a federal task
force recommendation that USDA establish a
National Institute for Food and Agriculture
(NIFA) "as an important step that can
enhance public investment in food and agricultural
research across the board." The recommendation
for creation of the new organization was made
by the USDA Research,Economics and Education
Task Force that was appointed by Agriculture
Secretary Ann Veneman in 2003 at the request
of Congress. |
The task force was charged
to review and evaluate the merits of establishing
one or more institutes focused on disciplines
important to the progress of food and agricultural
sciences. The task force report was delivered
earlier this year.
The report recommends that the director of
NIFA be appointed by the president and that
the institute exist separately from any existing
USDA program and be modeled after the National
Science Foundation and the National Institutes
of Health. According to C-FAR, a unique feature
proposed for NIFA is a twotiered system for
funding research grants. One level would be
a peer review conducted by committees of scientists,
while the second level of review would be
conducted by a Standing Council of Advisers
which would work to assure the relevance and
importance of the proposals to be funded.
According to both the task force recommendation
and C-FAR, funding for NIFA must be in addition
to funding for existing USDA research, extension
and education programs. |
